For the militarisation that makes sense, but preparing for conscription means they actually think they might need it for something and I really struggle to see any reason except for if they want to massively escalate one of the existing wars or create a new one. Because conscription for internal unrest seems like a very bad idea.
The assumption is probably that they will have to do imperialism without the US sometime during the next decade. I do not think this is for any war that is already underway, even Germany has refused to aid with the shitshow in Iran and Ukraine has always worked as a proxy war.
Mostly the war of line go up, but when you buy enough murderdrones from Rheinmetall and Thyssen-Krupp you obviously end up wanting to use them.
