Sure, it is like chopping off one of Hydra’s heads but it will at least put in place an inconvenience and hopefully, eventually, reduce Internet piracy.

Not sure why you’d hope for that. Piracy is needed more than ever, to prevent for-profit corporations locking all culture and learning behind subscriptions and other paywalls.
