That emblem on the bike is for Matchless , a British motorcycle company. There isn’t much else to go off of from the image though.

Looks more like the US, at the beginning of the biker culture. It started with returning soldiers on army motorcycles (which were made by Harley Davidson).
Looks like a wartime headlight. Maybe 40s?
