This was both reported on by mass media, and warned about by UK intelligence services, but various elements of the Conservative government of the time had vested interests in pushing it through.
This is just the UK. I highly doubt Russian influence is any less active on the continent. The myriad provocative events in France, as another example, have been traced to third parties recruited and employed by Russian agents.
