Ukraine and Moldova have signed a five-year agreement to exchange military expertise and technology and jointly develop defense projects.

According to Ukraine’s Defence Ministry, the agreement will renew automatically and will not affect Moldova’s constitutionally enshrined neutrality.

Cooperation will cover maintaining, repairing, and modernizing military equipment, specialist training, and joint research. Other areas include logistics, military engineering, protecting personnel and critical infrastructure, cyber defense, and airspace surveillance and protection.

Kyiv plans to share knowledge acquired during the war, including practical experience in operating weapons systems and responding to military threats.

The Ukrainian ministry said it is already advising Moldova on developing its air defense capabilities.

Meanwhile, Moldova investigates a possible foreign involvement in major government cyberattack, Prime Minister Vasile Tofan said.

Moldova’s Electronic Governance Agency (AGE) disclosed this week that hackers had exploited vulnerabilities in government services to extract large volumes of personal information between October 19 and 23.

“Our country is the target of coordinated and large-scale cyberattacks. We are not talking about an isolated incident,” Tofan said, adding that authorities were examining the possible involvement of foreign state actors.

The Republic of Moldova is also preparing its legal framework for the development of a domestic defense industry, including the production of drones, and Parliament could adopt the necessary legislation by the end of this year. The Speaker of Parliament, Igor Grosu, believes that some drone incursions into the country’s airspace are deliberate, and he maintains that Ukraine’s experience could help the Republic of Moldova strengthen its defense capabilities.

The draft law that will allow for the production of military and dual-use equipment is being developed by the Ministry of Economic Development and Digitalization and the Ministry of Defense. The document has not yet reached Parliament; however, Igor Grosu says that if the Government submits it in the first half of November, lawmakers could finish their review by the end of December.
