This has already been functionally negated by the increase in retail access and usage rates.
It’s also fundamentally a vehicle to transfer wealth to those who have the option, and can afford, to install home batteries. The poor, renters, and poor renters are the ones who are forced to subsidise it.
I suppose if it were financially viable, they would build out storage on large scale.
