It still can panic/abort and deadlock/wait infinitely long on most fp languages because that's typically implied. And there isn't actually a way around that because computation almost always can fail or block indefinitely - and if you have a total language you can implement waits for billions of years, which for all practical purposes is "infinitely" long on human time scales.
Is it though? There isn't one part in the human body that has exactly one specific purpose. Everything is something mushy with basically one main purpose and a ton of side-quests. Almost the exact opposite of what engineers prefer.

There is a simple way that would improve health care in practically all countries: Make private health care illegal, not from one day to the next, but gradually. The only way to improve health care would then be to improve health care for everybody.
