I agree that UNRWA served it's mission to help refugees very well.
However, its employees were involved in terror activities, hence the donations (i.e. the employees salaries) were corrupted. Potentiality, more unknown budget could have be involved in terror activities.
UNRWA clearly turned blind eye to terror activities among it's employees because even after October 7th (12th October Archive) they didn't address the terror involvement of it's employees.
Here is a list of peace offers which would grant the Palestinians a country of their own, they refused all of them (total of 20 offers):
1937 - Peel commission, rejected
1947 - Partition resolution, rejected
2000 - Camp David, rejected
2001 - Taba, rejected. Arafat starts the second intifada and a year later changes his mind.
2008 - Olmert offer, rejected

If you read Hamas charter, you understand that they want to rule in Israel's territory. This is what they live for, this is their purpose in this life. And they'll never stop until it will happen.
However, it will never happen, therefore a peace will never happen.
When a peace never happens, this is when you have non-stop wars.
