For a clock or ticker, the 1:2 aspect ratio and 64x128 resolution are way suboptimal. You want something like 16x64 or 16x128 with bigger leds. I got crap free LED clock with 2" tall digits a while back if that is of any interest. Not that configurable though.
As a few people have said, using mobile data to sync to a remote server is susceptible to local jamming of your mobile signal. So you might want to sync by wifi to some nearby device(s) instead. I guess it depends on the location, whether you can have a car parked nearby, etc. Or if it's near your home or office, maybe you can have a fixed camera watching the scene.
Oh that's interesting. Can you reach your iCloud stuff from a remote computer? Just have something on the remote machine auto-uoload the video from iCloud to some storage outside the US.
If your phone is confiscated, you can't count on getting it back. Upload the video to a server or another nearby machine (maybe another phone) as you shoot it. There are apps for that purpose of course.
I haven't had trouble with 3rd party batteries but there's a combination of FUD and legitimate scare stories about them. For cylindrical cells, the really cheap ones are crap and this can be detect by X-ray:
Generally, replace your battery at below 50%. At 68% I'd keep using it. Maybe add a power bank if you want to keep going for longer. If 68% isn't enough to get through your day, then 100% is at best sort of marginal.

There's hardware that works under Linux, hardware that doesn't work, and hardware that sort-of-works or is marginal. Lots of graphics cards are in the marginal or don't-work category. I always try to avoid them. Maybe that's not much help. If you're on a desktop PC, your CPU is likely to have some graphics support of its own: can you bypass or pull out the graphics card? They are mostly for gaming. For normal desktop stuff you should be ok without it.
