If forced upon people it will never work. But here's my unpopular opinion, it could work if it was build slowly within capitalism as a corporation and letting people join voluntarily.

I would ditch internet as a whole if necessary. I would do whatever it takes to never go back to that place. There's no social interaction in social media, that thing feeds the monster of social anxiety.
I would try an LCD doodle board, I have one I bought at lidl for 3,50€, I doubt it is waterproof but it would be very easy to waterproof it with a vacuum sealer.
I can think of one reason. Instead of replying to the poster you can make a comment for the benefit of other readers, that could start a conversation between commenters.
Get rid of greed and any system would work great.
