The article is paywalled so I can't read it fully. But it sounds like the taxes are coming from indirect taxes (fuel etc.). Where did you get the idea that they are stealing an SSN to pay taxes? Where did you read it?
Wdym? There are Toyota(Corolla), Honda (Accord), BMW, Merc, Volvo, Audi, Subaru, MG and even Porsche station wagons in 2024. Where do you live? They are definitely available in the global and European markets.
Also you don't need a station wagon for towing either. A car with a decent engine and breaks will achieve the same.
You can tow with a car or a station wagon just fine. Actually that's what families used for towing when the actual trucks were used in farms before the stupid CAFE standard in the US kicked in.
That would've been the case in early times. Now everything is computer controlled. So redundancy should be built into the system. For example Japanese bullet trains run in one of the highest earthquake prone regions in the whole world. And they get hit by earthquake frequently. Yet the bullet train delays are messured in seconds! Not minutes, not hours, literally seconds. Not to mention that after more than 50 years of service that haven't been a single passenger fatality. Zero.
