If everybody individually behaved correctly, we wouldn't need any laws.But as the entire human history has shown us, that is not the case. Which is why societies have passed laws even before recorded history.

I mean, for the 2019 election they put forward 2 candidates then we, the European voters, got to vote in the elections for EU parliament, then a third candidate won.
