Straßenbahnen wäre dann die Alternative? Die sind lauter als Busse, für Anwohner also unpraktisch. Innerhalb der Stadt sind Busse für Menschen in schlechter körperlicher Verfassung daher ein guter Kompromiss imo. Ubahn wäre da natürlich noch besser und Straßenbahnen braucht es auch, aber so alles in allem haben Busse im ÖPNV einer Stadt schon eine wichtige Aufgabe.

On a more serious note, are there examples of this? I only know of humans raising mountains and usually they're not of the good kind.
Edit: It appears this is a thing humans are doing. And it looks just as horrific as I feared it might.
