I'm regionlocked to one of the shit Big ISPs in the US, so VPN is required. Unfortunately, my experienced years of free roaming a smaller ISP is probably out of date because they easily could have been merged/bought out or otherwise notified that they need to start snitching.
But if you think you're safe because you haven't received the first of your 3 strikes or w/e, they might be building a case against you and waiting for the right amount of net total seeded infringement or right administration to prosecute you under.
Italy's navy is apparently superior to Israel's navy, but Israel's air force, missile capabilities, and near-home-advantage probably even that out (before considering any additional allies).

I'm not sure what you specifically mean by keys but it's common for game dev to give free keys to curators, streamers, youtubers, other influencers, which could even be 4+ keys in the case of multi-player games. Then some of those turn out to either be grifters or or otherwise don't even try out most games they were given free keys for and they sell these keys on key resale marketplaces. These are called grey market keys.
If it's important to you that the dev actually receives money, you should scrutinize the chain of custody on where the key came from. Otherwise, you might as well just pirate.
I noticed this was a problem in the US like decades ago. Nice to see China addressing the issue while the US will foreseeably plunge further into madness. The world has enough low quality products designed to be nearly single-use (often behind the consumer's back). The entire economy of the world needs to have its mind raised out of the gutter. I hope this is far more successful and prosperous than expected.
