Stimmt fast. Es müssen nämlich genug Menschen "nur" die Ansicht haben, dass dem so ist.
Das Rechtssystem wurde nie zum Nutzen der Bevölkerung eingerichtet. Aber die Menschen glauben, dass es zu ihrem Nutzen da ist (weil sie auch darauf angewiesen sind).
