A team from corporate designs the general layout, and the layout of most of the shelves, sometimes with help from an outside firm. Occasionally there will be specific shelves or event spaces that don't have a planogram will be laid out by someone in-store, but this is usually a pretty small percentage of the store.
I don't know. I'm pretty tall, and back when I was into fencing it was always the shorties I had the hardest time with. They always seem to be so good at getting past your guard before you even realize it. Really my most successful approach was to aim for their forearm or hand. And since the swords are the same length that kinda leveled the playing field a little reach-wise.
