Context of the joke is that “burek” is allegedly only with meat, however, many have put other shit into the same structure and called it “burek” anyways, and some even changed the structure a bit but stuck to putting only meat in it, leading to the liberalisation of what constitutes a “burek” (neutral-neutral); and thus, the question of what defines a “burek” was raised and was funnily represented through this meme (many take this WAY more seriously than you’d assume)
