It is a term used by the military. Basically it refers to a repetitive workflow. So for instance you have this meeting which occurs every month that requires these deliverables which then feeds into this quarterly meeting which spawns these action items that provide the deliverables to this semi annual meeting which will then trigger a series of tasks that need to be completed in order to prepare for this certain operation.
