The silver lining is that hardware performance gains have been so minor from generation to generation that upgrading isn't really that important anymore. Like if i upgrade from next generation equivalent GPU it would give like 8% more fps... and it costs like 1,5k... No thanks.

it's often more risky and expensive to hire, train and develop systems and communities like that, especially when doing it against the tide, than to just try to trip up the competition. It's not just that it's dificult and it costs money, but it's not preferred because investors abhor risks.
Isn't this seen in global politics all the time. When US says China is too dominant in X and we need to fight it. They are not saying that US will invest in shit that will help them compete. All or 90% of the actions is to try to trip up, sabotage and sanction the competition.
The biggest reasons I see is that Europe is still a collection nation states whit each having it's own language, culture, laws and needs, EU hasn't removed those (yet, god forbid). There really is no single market for many services like there is in the US, in Europe you have to develop and sometimes apply for permits and licenses for each country even with the EU, since EU usually regulates retroactively not so much proactively.
The second is that there is nothing like the US federal government or military that could fund and/or bootstrap tech companies with contracts. Like google, SpaceX and Microsoft have both benefited massively from taking lucrative contracts from military government and US intelligence agencies in the past. Those allowed them to grow and consolidate first cover the US and then springboard themselves global.
Just the scale of hardware needed to run LLMs is really prohibitive of FOSS. Even things like deepseek are not really in the real of realistic self hosting. We need some hardware advancement or for the bubble to pop and hardware prices to come down before that.
