They still need FEDERAL judges to even bring an indictment, WITH EVIDENCE OF A CRIME, in order to get a warrant, and then maybe arrest somebody.

Judges DO NOT have to keep wasting their time with the DOJ requesting indictments if they continue to prove in court that are acting in bad faith (mala fides). So maybe one or two tries at this, and the DOJ will never allow them to file for this bullshit again.
I'm sure they'll just start taking everything to certain judges to get them rubber stamped. We already know there's one out there who will publicly suck on trump.
