I guess twenty years old counts as "new". At least twice before, in the Philippines and in France, test plants using this fracking tech have been shut down due to causing minor earthquakes. I don't think minor earthquakes were a good reason to shut them down, but then, I grew up in California.

This is common practice for all billionaires, to hide the money they stole from us from taxes and protect themselves from lawsuits, etc.
It's all about the power, money is just power. He failed in business, couldn't hack it, so he ran for public office. Now, he's "the most powerful man in the world". That's why he did it. But, he still believes that money is the real power, and he still considers himself a failure, so he's wielding the power he has as hard as he can to compensate.

Whatever the reason, I don't think that going back to the moon at this time is a good idea. Especially if all we're going there for is to exploit whatever resources it has.
