If it needs to be fresh water, then they need to pay in full to build a desal plant for ocean water, and a solar farm to power it, to be owned and operated by the state. And, that plant needs to send half it's water to the local municipal water system at no cost.

I ran a two-line BBS for a hot minute. My older brother had a second phone line installed in our shared bedroom so he could talk to his girlfriend (who wrecked his 1962 Pontiac GTO the first time he let her drive it, and was soon no longer his GF). He closed the account when he moved out, but I discovered that the line still worked--they never disconnected it. So, I used that, and the house line to run the BBS. My dad said I could let people dial in while he was at work.
I only ran it for a couple of months, summer started, and I didn't want to deal with it anymore.
My now-ex-wife used to let our young son climb into my half of the bed right after school. I'd come home to sand in my bed. It took me a while to figure out she was doing it on purpose. A few years later, I discovered she was cheating on me. Now, I happily sleep alone in a sand-free bed.
