It depends if it's legal or illegal, if you have enough money you can migrate to basically any country except North Korea. About skin color the darker your skin color you will be more segregated in general in any country unless you go to a country where the majority of people have darker skin color than you.
Generally nothing serious happens to them, unless is some kind of synthetic cannabinoids which IDK what could happen, but with natural weed or wax the most extreme is uncontrollably laughing and disorientation, when people is on a very high state and they don't want to be I usually recommend them to eat and drink something and then go to sleep the effects of weed are gone after 4 hours approximately after stopped consumption.
It will be just a waste of pot. If you have the money then the limit is the sky if you don't just roll a bunch of joints and give one to everyone at arrival. I believe it depends on what exactly is an official government account or who defines it. I mean, if it's an agency account like the FBI. CIA or whatever I think isn't a personal account is more like an account which represents the whole agency, but if the account is from someone called Hank Roberts from Illinois president of whatever I believe is a personal account. Politicians are public figures but also individuals.
If the account is something like POTUS I think in that case yeah it is a government account. My whole point is, people are free to post whatever they want in personal accounts(the ones clearly linked to their identity) beside them being public figures.
They are still individuals, and social media are made of personal accounts, unless it was a federal agency account, personal accounts belongs to the person itself not to the government.

I haven't used that kind of apps since like 10 years ago, they are all complete waste of time unless you are Chad or travel abroad to some poor country at least for men, if you are female you will get a lot more of options but the problem will be quality not quantity and the majority of men will just smash and bounce. IMHO there is nothing like knowing someone IRL for someone average looking.
