From finding and reading an article on this they found a ripped baggie corner in one of the people's pockets, confirmed it did not have drugs, then tossed it into the back seat instead of giving it back to him or discarding it some other way, and they're a little iffy on why he was searched or handcuffed, but yeah this isn't anything like planting evidence.
