Not arbitrary, but I'm not sure it makes it much better. One of the reasons for resistance is to reduce the amount of hand-offs that occur while still having a consistent schedule.

They really do. I've already had this argument on Lemmy. The main sticking point is a vehicle being a deadly weapon. And yes, it can be. But making a non-violent person fear for their life doesn't, or at least shouldn't, automatically give you the right to shoot them if they are in a car and you intentionally step in front of it.
That's always been my sticking point. The agent that shot her is the one who put himself in danger of being stuck by the vehicle. She didn't go out of her way to try to run him over. That's seems plain as day from the video to me. But not to them.
