Casual clothes, $200 tactical vest + ICE patches, handgun, balaclava, literally anyone could impersonate ICE and "legally" kidnap people from their cars and no one would be any wiser.

I think back in my area probably 10 or so years ago someone impersonating a police officer kidnapped a woman and she managed to escape from his car. It's so much easier today to do fucked up shit, you don't need a badge or a bodycam or even show your face.
