    Edit: furthermore, there is also graffiti up there, so I presume it’s not exactly an unsolvable mystery.

      Those scooters are not exactly lightweight. But I guess if there is a will, there is a way.

          I mean, that image looks like it’s about 300 feet in the air. Whatever rope you have that isn’t already 300 feet would runs a risk of dropping the entire thing.
