The purpose of “defensive” and “less than leathal” weapons is to permit the use of violence with impunity.
Also defensive weapons can be used offensively and vice versa.
If Iran didn’t have “offensive” missiles to launch at Israel they would have got hit much harder and lost more lives, so it’s in a defensive capacity. Israel having “defensive” air defence means they can be much more belligerent as they’ll have fewer consequences for their actions.
