    May Have???

If committing pretty unambiguous genocide = “may have breached EU agreement”, I think the EU has a lot of questions to ask itself.

It can be hard to imagine in today’s world, but the EU seems to still adhere to their regulations and democratic processes. It might be very slow, but I take a democratically triggered thorough report over instantaneous posts on X.

And “may have” is very likely just diplomatic speech for “has”, when you’re not in a position to directly accuse (Kalas is just a diplomat, not a foreign minister or such).
