Using the same abbreviation scheme as "internationalization" -> "i18n", the word "to" can be abreviated as "t0o".

Also "accessibility" is abbreviated as "a11y" which I think is very charming.

And "two" and "too" both abbreviate to "t1o", which I feel does more to confuse the situation.
